CCAGW Releases 2025 Congressional Ratings
On June 1, 2026, the Council for Citizens Against Government Waste (CCAGW) released the 2025 Congressional Ratings for the first session of 119th Congress. Since 1989, CCAGW has examined roll call votes to help identify which members of Congress have defended taxpayer interests and which have backed away from their promises of fiscal responsibility. The Congressional Ratings separate the praiseworthy from the profligate by evaluating important tax, spending, transparency, and accountability measures. CCAGW’s 2025 Congressional Ratings scored 25 votes in the House of Representatives and 31 in the Senate.
CCAGW rates members on a 0-100 percent scale. Members are placed in the following categories: 0-19 percent, Hostile; 20-39 percent, Unfriendly; 40-59 percent, Lukewarm; 60-79 percent, Friendly; 80-99 percent, Taxpayer Hero; and 100 percent, Taxpayer Super Hero.
In 2025, four senators and 38 representatives earned the coveted title of Taxpayer Super Hero by achieving the highest possible score of 100 percent. In the Senate, the Taxpayer Super Heroes were Sens. Rick Scott (R-Fla.), John Kennedy (R-La.), Bill Hagerty (R-Tenn.), and Ron Johnson (R-Wis.).
In the House of Representatives, the Taxpayer Super Heroes were Reps. Eli Crane (R-Ariz.), Abraham Hamadeh (R-Ariz.), Doug LaMalfa (R-Calif.), Tom McClintock (R-Calif.), Lauren Boebert (R-Colo.), Aaron Bean (R-Fla.), Kat Cammack (R-Fla.), Cory Mills (R-Fla.), Andrew Clyde (R-Ga.), Marjorie Taylor Greene (R-Ga.), Richard McCormick (R-Ga.), Mary Miller (R-Ill.), Victoria Spartz (R-Ind.), Marlin Stutzman (R-Ind.), Tracey Mann (R-Kan.), James Comer (R-Ky.), Clay Higgins (R-La.), Eric Burlison (R-Mo.), Bob Onder (R-Mo.), David Rouzer (R-N.C.), Julie Fedorchak (R-N.D.), Jim Jordan (R-Ohio), Josh Brecheen (R-Okla.), Kevin Hern (R-Okla.), Scott Perry (R-Pa.), Sheri Biggs (R-S.C.), Ralph Norman (R-S.C.), William Timmons (R-S.C.), Pat Fallon (R-Texas), Brandon Gill (R-Texas), Craig Goldman (R-Texas), Lance Gooden (R-Texas), Chip Roy (R-Texas), Keith Self (R-Texas), Beth Van Duyne (R-Texas), Ben Cline (R-Va.), and Harriett Hageman (R-Wyo.).
At the other end of the spectrum, 42 senators had the lowest score of zero percent, and 172 representatives had the lowest score of zero percent.
CCAGW congratulates the members who stood by taxpayers and championed fiscal responsibility throughout the first session of the 119th Congress and encourages the constituents of non-Taxpayer Heroes to demand better results from their elected officials.
